How UAE government entities buy cleaning services
UAE government entities usually buy cleaning services through an online procurement portal. A supplier registers on the portal the entity uses, then answers the requests for quotation or tenders published there. The federal government and each emirate run their own portals, so a supplier may need to register on more than one.

The main portals
- Federal Supplier Register, Ministry of Finance: for federal entities. Suppliers sign in with UAE PASS.
- Sharjah Finance Department eProcurement: for Sharjah government entities.
- Dubai eSupply: for Dubai government entities.
- Abu Dhabi Government Procurement Gate: for Abu Dhabi government entities.
- Tawreed, Ajman Department of Finance: for Ajman government entities. Suppliers sign in with UAE PASS.
Some entities, such as municipalities, also publish tenders on their own websites. Other emirates and some entities have their own arrangements, so treat this list as a starting point and check the site of the entity you want to work with.
Documents suppliers are asked for
Each portal publishes its own list. For the federal register, the Ministry of Finance asks a UAE supplier for its trade licence, its VAT registration certificate and a passport copy of the owner named on the licence. Other portals ask for similar documents and may ask for more, such as a letter from the bank. Read the list on the portal before you start.
Prepare the documents before you begin, and check that the trade licence and the tax certificate are still valid, so the registration is not held up.
What happens after registration
The entity publishes a request for quotation (RFQ) or a tender, usually with a scope of work. Each one sets its own requirements and its own way of comparing offers, so read the whole document and answer every point it asks about. Note the closing date, and if the request allows questions, send them in writing before the deadline it gives.
What a cleaning-staff quotation should show
- The number of cleaners, and how many are men and women
- Hours per day and days per week
- The site or sites covered
- Whether the cleaning materials and equipment are included
- The length of the contract and how it is invoiced
- Who on the supplier's side is the contact for the contract
If the request includes a scope of work, price every line of it. Our guide on writing a scope of work shows what one usually contains.
